In 2020, almost 360,000 foreign citizens lived in Hungary. Of these, less than 1% are refugees - everyone else is in the country on some other legal basis.
There are almost 150,000 EU citizens and their family members who are free to enter and reside in Hungary. The number of third-country nationals (ie non-EU) with a residence or settlement permit is around 200,000: their stay is subject to a permit and they are granted a permit only for a certain purpose of residence (eg work, study, business, etc.). They can get a settlement permit if they have lived here for a long time.
In 2020, there were only 3,302 beneficiaries of international protection in the country. Refugees, beneficiaries of subsidiary protection, and beneficiaries of humanitarian protection fall under various categories of protection under international asylum law.
The data do not include the hundreds of thousands of people born abroad who acquired Hungarian citizenship. Most of them are ethnic Hungarians born in neighboring countries, or descendants of Hungarian emigrants.
