According to TÁRKI's surveys conducted from the transition to democracy until 2016, the majority of Hungarians believed that some refugees should be admitted to the country and others should not, so they would decide about asylum seekers on a case-by-case basis. A quarter to a third of respondents said no refugees should be allowed into the country - they could be considered xenophobic. The proportion of xenophiles who would have admitted all refugees without consideration was around five to ten percent.
The proportion of xenophobia has been growing steadily since 2010, and in 2016 they were already the majority. TÁRKI terminated this survey this year due to financial reasons. At that time, only 1% of Hungarians answered that all refugees should be admitted to the country.
