ESÉLY – Labour Market Orientation for Asylum Seekers
The main objective of the project is to provide integrated labour market orientation service to asylum seekers. As asylum seekers face a great deal of disadvantages, there was a need to put up a complex service package that includes several training modules that are built on each other.
Therefore our project aims at providing labour market orientation, skills audit, cultural orientation, psychiatric and social counselling, and language training in an integrated and co-ordinated manner.
Two Hungarian NGOs provide psycho-social assistance to the participants while the program runs in an experimental way: two cities, which have reception centres, host four trainings each, covering a total of 80 people, while each training benefits from the recommendations of the previous one.
Our Development Partnership (DP) consists of five partners: Békés County Labour Office (BMMK), Hajdú-Bihar County Labour Office (HBMMK), Cordelia Foundation, ILS Debrecen Langauge School, Menedék – Hungarian Association for Migrants. With the support of these partners, the objectives of our national DP are the following:
- Developing a methodology for the labour market orientation of asylum seekers.
- Testing the co-ordination and simultaneous application of integrated services (psychiatry, language teaching, social work, labour orientation).
- Passing on and disseminating professional experiences of the project, both in Hungary and internationally Influencing labour and asylum policies
- Improving the future employment opportunities of asylum seekers participating in the project
- Introducing professionals providing labour services to the special target group of the project, reducing both their prejudices and those of the wider society (e.g. Hungarians using the labour services).
The most tangible achievements of the project in Hungary are planned to be:
- an interactive CD-ROM that contains the results and findings of the project a methodological manual containing the integrated labour market training
while those in the trans-national partnership (EASI – UK, FAAR – France) shall include:
- guidelines both about volunteering and empowerment
- baseline survey for policy making recommendations
Even though asylum seekers are not authorised to work in Hungary, our team managed to give a chance for some asylum seekers to gain experience in a real professional environment by having them hired as volunteers in an Employment Office.
